In a significant step towards strengthening civic governance, the Asian Development Bank (ADB) organized a refresher programme for the councillors of Tirunelveli City Municipal Corporation. The training session was aimed at sensitizing the elected representatives on critical issues affecting the city’s urban infrastructure, including the pressing problems of inadequate drinking water supply and the delayed underground drainage implementation.

Addressing Drinking Water Distribution Issues

The city has been grappling with water scarcity, particularly in its outer zones. Residents have long complained about poor water supply and the use of substandard materials like low-quality pipes. These have not only failed to improve water distribution but also tarnished the image of the Corporation among both the public and the councillors.

Concerns Over Underground Drainage Project

The underground drainage scheme, which aims to carry sewage to the Ramaiyanpatti garbage yard, has faced public opposition due to the Corporation’s plan to install pumping stations within residential areas. Several residents, backed by their councillors, have taken legal steps, even approaching the Madurai Bench of the Madras High Court, to challenge this move.

Refresher Training for Councillors

In collaboration with the Municipal Administration Directorate, ADB’s training included detailed PowerPoint presentations covering a wide range of urban development topics:

  • Drinking water system improvements using modern technologies

  • Underground sewage system planning and home connections

  • Drainage pumping systems and their strategic locations

  • Social security and rehabilitation in project areas

  • Environmental and workplace safety standards

  • Implementing infrastructure in varying climatic conditions

Participation

The event witnessed active participation from key city officials including Mayor G. Ramakrishnan, Deputy Mayor K.R. Raju, Superintending Engineer Kannan, and senior Corporation engineers. The refresher course aimed not just at awareness, but also at building informed leadership for better project implementation and public trust.
